VACANCY ANNOUNCEMENT SOCIAL AND GENDER SPECIALIST

The Combating Domestic Violence Against Women and Children (Grant 9198-MON) is implemented by the Ministry of Justice and Home Affairs (MOJHA) and administered by Asian Development Bank (ADB) with funding of the Government of Japan. The project aims to deliver three outputs: (i) multi-disciplinary response and livelihood assistance services to domestic violence survivors delivered; (ii) capacity of key officials and staff responsible for protection and rehabilitation services for Domestic Violence survivors improved; and (iii) behavior of key stakeholders on prevention, reporting and protection of survivors improved. The project outcome will be the quality of and access to prevention and multi-disciplinary response to DV strengthened. A Social and Gender Specialist will be a full-time staff (20 months) of the Project Implementation Unit (PIU) stationed in Ulaanbaatar.

Scope of Work

The Social and Gender Specialist will ensure proper planning, preparation, implementation, and monitoring and evaluation of the project activities from a gender perspective, and ensure the implementation of all activities listed in the project Gender Action Plan (GAP) and communication strategy.

Tasks. Under the project coordinator’s supervision, the Social and Gender Specialist’s main responsibilities include the following but not limited to:

  • prepare a detailed work plan for the implementation of the GAP and ensure effective and timely implementation;
  • ensure gender mainstreaming in the project activities; namely women’s economic empowerment program; training programs; qualitative research on domestic violence against persons with disabilities; and public communication activities;
  • collaborate with the communications team to ensure that the community-based and school-based BCC activities are conducted in the most sensitive manner, and are able to provide protection, support and professional referral to needed services;
  • develop detailed action plans (monthly, quarterly and annual) pertinent to specific outputs of the project in consultation with the Secretariat of Coordination Counsil for Crime Prevention and technical advisory groups;
  • support the project monitoring and evaluation specialist in preparing and monitoring the Project Performance Management System (PPMS) following the performance indicators/targets of the GAP, and Design and Monitoring Framework;
  • prepare the project quarterly and annual reports including the GAP implementation progress, including a qualitative assessment of the project benefits;
  • develop a mechanism and instruments to collect sex-disaggregated data of the project interventions, including beneficiaries’ data disaggregated by gender, living standards, and rural/urban areas;
  • manage and handle all procurement activities (i.e., consulting services, goods and works) related to the GAP implementation following the ADB procedures;
  • assist in selecting the grants recipients of the economic empowerment program, and small-scale grants program for shelters, one-stop service centers, and Multi disciplinary teams (MDT);
  • do monitoring on effective and timely implementation of the small-scale grant programs at grassroots level through regular field visits;
  • support a consulting firm for the economic empowerment program in training the grant recipient women on preparation of (i) the activity and financial report to liquidate the advance, and (ii) a completion report showcasing the pilot program impact to the livelihoods of beneficiary women;
  • train 25 grant recipient entities and MDTs on preparation of the activity and financial reports following the guidance note on small-scale grant utilization for the grant recipients;
  • review and provide technical guidance to all activities under the project, and assure quality control of the project outputs (e.g., consultants’ deliverables; research);
  • ensure coordination and monitor progress of all capacity building, social and gender-related activities; and document results in the progress reports for submission to MOJHA and ADB;
  • provide support for the ADB’s semi-annual project review missions; and
  • ensure donor coordination in the fields of gender-based violence and domestic violence.

Required Qualifications, Skills, Expertise and Experience

The applicant must possess the following:

  • Bachelor’s degree in sociology, social work, gender, development studies or relevant social science fields. Master’s degree would be an advantage;
  • At least 5 years of demonstrated experience in the fields of gender-based violence, domestic violence, gender mainstreaming and/or applied social science;
  • Sound knowledge on gender and development, national legal and policy frameworks on domestic violence and child protection;
  • Practical experience working for projects financed by donor agencies and implemented by government agencies, particularly ADB funded projects would be an advantage; and
  • Proficiency in oral and written Mongolian and English languages.

All documents should be enclosed in a sealed envelope that indicates the applied position, and hand delivered to the below specified person at MOJHA by 12:00 p.m. of April 29, 2021. Please note that the submitted documents will not be returned to the applicants. Only short-listed candidates will be contacted and asked to (i) have a job interview with the selection committee; and (ii) provide proof of work experience and original copies diplomas and certificates at the interview.
